On November 30th, 2025, the Ministry of Science and Technology of Vietnam issued the National Technical Specification QCVN136: 2025/BHCN-About Wireless Access Equipment in 6GHz Band, which will take effect on January 1st, 2027, when the original standard QCVN 47:2015/BTTTT will no longer be applicable. This technical specification aims to establish a unified technical requirement and test method system for wireless access systems (WAS/RLAN, excluding narrowband equipment) operating in the 6 GHz band (5945 MHz to 6425 MHz), so as to promote the effective sharing and utilization of spectrum resources.
Main technical requirements of the new regulations
1, equipment classification and management
◆ Low-power indoor equipment (LPI): limited and fixed for indoor use, not for outdoor scenes;
◆ Very Low Power Equipment (VLP): It supports indoor and outdoor use, especially suitable for outdoor short-distance direct communication applications.
2. RF output power limitation
According to the equipment type (LPI or VLP) and the frequency band used, the maximum equivalent omnidirectional radiation power (EIRP) limit is specified. For example, in the frequency band of 5945-6425 MHz, the limit of LPI equipment is 23 dBm;; The limit value of VLP equipment is 14 dBm, which should be strictly controlled and not exceeded.
3, power spectral density (PSD) limit
◆ The limit of average EIRP power spectral density is specified.
◆ Additional requirements for frequency hopping and duty cycle (less than 1/15) are put forward for VLP narrowband (NB) equipment with PSD exceeding 1 dBm/MHz.
4, transmitter stray emission specification
The unwanted emission limits and measurement methods of equipment in out-of-band, stray domain and 6 GHz band are specified in detail, and the spectrum emission template is introduced for specification.
5. Channel Access Mechanism (LBT)
It is mandatory for equipment to adopt the mechanism of "listening before speaking", and further defines the parameters and process requirements of channel detection, occupied time (COT) and competition window of the following two types of equipment:
◆ Frame-based equipment (FBE);
◆ Load-based equipment (LBE);
6. Receiver performance
The receiver blocking characteristics and adjacent channel selectivity requirements are specified to ensure the basic receiving performance of the equipment in the interference environment.
7. User access restrictions
It is required to lock the configuration of key parameters (such as the relevant threshold of channel access mechanism and the antenna integration of LPI AP/ bridge) in hardware or software to prevent the equipment from not meeting the technical specifications due to modification by end users.
Influence of new regulations on enterprises
1. Market entry threshold is improved: After January 1, 2027, all 6GHz wireless access devices entering the Vietnamese market must meet the QCVN 136:2025/BKHCN standard. Products that fail the compliance test will be prohibited from production, sale and use, and compliance will become a "necessary pass" for enterprises to enter the Vietnamese market.
2.
