Taiwan's BSMI New Regulations strike: compulsory factory inspection of lithium battery products+certification adjustment will be implemented simultaneously!

On October 28, 2025, Taiwan's BSMI (Bureau of Standards, Metrology and Inspection) held a briefing to explain the revisions to the inspection regulations for 13 items, including "secondary lithium power banks," and 1 item related to information products, as well as the inclusion of "secondary lithium battery packs for non-powered road vehicles" in the scope of applicable inspections.

The core content of this meeting is as follows:

01 Product Categories

★ Rechargeable Lithium Power Banks

★ Rechargeable Lithium Single Batteries (excluding button cell batteries)

★ Rechargeable Lithium Single Battery Packs/Battery (Modules)/Battery Systems (limited to those not exceeding 100kWh)

★ Rechargeable Lithium Energy Storage Single Battery Packs/Battery (Modules)/Battery Systems (limited to those not exceeding 1kWh)

★ Rechargeable Lithium Battery Packs for Electric Motorcycles

★ Rechargeable Lithium Battery Packs for Electric Bicycles

★ Rechargeable Lithium Battery Packs for Electric Assisted Bicycles

02 Inspection Standards and Certification Modes

★ Inspection Standards:

★ Certification Modes:

Except for item 2, "Rechargeable Lithium Single Batteries," which maintains the 2+3 mode/"Type Testing Mode" plus "Type Declaration of Conformity Mode"

All other verification registrations are changed to:

◆ "Type Testing Mode" plus "Complete Quality Management System Mode," abbreviated as: 2+4

◆ "Type Testing Mode" plus "Process Quality Management System Mode," abbreviated as: 2+5

◆ "Type Testing Mode" plus "Factory Inspection Mode", abbreviated as: 2+7

03 Factory Inspection Requirements

To apply for BSMI certification for secondary battery packs and power banks (excluding secondary lithium-ion cells), one of the following conditions must be met:

◆ Acceptance of factory inspections designated by BSMI

◆ Holding an ISO 9001 certificate issued by a BSMI-accredited body

Special Note: If the 2+7 "Factory Inspection Mode" is selected, an initial factory inspection must be completed before certification can be issued. The initial factory inspection is valid for one year, and at least one factory inspection must be conducted annually thereafter.

04 Implementation Date

★ Official Implementation: Effective from the date of this announcement, with a transition period until July 1, 2027.

★ Transition to Old Certificates: Companies that have obtained old standard certificates can use them until their certificate expires, and can still apply for relevant approvals within the certificate's validity period.

★ Extension Application: Before June 30, 2027, applicants who meet the extension requirements can still apply for an extension, after which the certificate will be valid for three years. (Extension requirements: 3 months before certificate expiry (month - 3, date + 1) before the old standard ceases to apply).

Compliance Recommendations for Enterprises:

1. Quickly verify whether your product falls within the scope of the new regulations and clarify the corresponding inspection standards;

2. Select the appropriate certification model (2+4/2+5/2+7) based on product type and prepare relevant type testing documents in advance;

3. If your company does not have an ISO 9001 certificate issued by a BSMI accredited body, you need to quickly review your factory management system to meet BSMI audit requirements;

4. For companies holding old certificates, plan the extension application time reasonably to avoid certificate expiry affecting exports.
