In order to further strengthen the compulsory product certification management of mobile power supply, lithium-ion battery and battery pack, and ensure product quality and safety, CNCA issued Announcement No.15 of 2025 on July 28th, 2025, and officially launched a new version of the Implementation Rules for Compulsory Product Certification (for Trial Implementation) for mobile power supply, lithium-ion battery and battery pack (CNCA-C09-02:2025).

The relevant standards are as follows

First, the new version of the rules will be implemented as of August 15, 2025. The Implementation Rules for Compulsory Product Certification Electronic Products and Safety Accessories (CNCA-C09-01: 2023) is no longer applicable to mobile power supplies, lithium-ion batteries and battery packs.

II. Relevant designated certification bodies shall, in accordance with the requirements of the new version of the rules and the general rules for the implementation of compulsory product certification, formulate corresponding detailed rules for the implementation of certification, and only after filing with CNCA can they implement certification and issue certification certificates in accordance with the new version of the rules.

III. The valid compulsory product certification certificate that has been issued before can continue to be used, and the conversion of certification certificate is completed by natural transition methods such as expiration replacement, product change and standard version change.
